About the Act
Right to Information Act 2005 mandates timely response to citizen requests for government information. It is an initiative taken by Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions to provide a– RTI Portal Gateway to the citizens for quick search of information on the details of first Appellate Authorities, PIOs etc. amongst others, besides access to RTI related information / disclosures published on the web by various Public Authorities under the government of India as well as the State Governments.
Objectives
The basic object of the Right to Information Act is to empower the citizens, promote transparency and accountability in the working of the Government, contain corruption, and make our democracy work for the people in real sense. It goes without saying that an informed citizen is better equipped to keep necessary vigil on the instruments of governance and make the government more accountable to the governed. The Act is a big step towards making the citizens informed about the activities of the Government.

1. The Particulars of its Organization, Functions, and Duties
R.K.S.D. College, Kaithal is an affiliated college of Kurukshetra University, Kurukshetra and Accredited with A Grade by the NAAC during the Session 2016-17. The College is recognized under section 2(f) and 12(b) of UGC. This college is established by Rashtriya Vidya Samiti. RVS (Regd.) Kaithal Registered on 18-01-1954 vide registration No. 78 of 1953-54 under Societies Registration Act XXI of 1860 and afterwards re-registered under HRRS Act, 2012 under Registration No. HR-005-2016-01367 dated 28-12-2016. Now; the total members of the society are 3714 in number. The college imparts education leading to the degrees of B.A., B.Sc. (Medical, Non-Medical, Electronics, Computer Science), B.Com, BBA, BCA, MA (English, Hindi, Political Science) and M.Sc Mathematics.
2. The Powers and Duties of the Officers and Employees
Principal is the Academic Officer of the college. He is responsible for appropriate administration and organization of teaching and extra-curricular activities in the college. The teaching faculty members apart from their duties of teaching and guiding the students at different levels engaged in administrative and Co-curricular duties for the smooth running of the institution.
3. The Procedure Followed in the Decision-Making Process
In this institution all the decisions are taken as per the rules and regulations of Kurukshetra University, Kurukshetra and Director General Higher Education Panchkula. The college functions under the general supervision and control by the different Committees constituted by the Principal for Academic session.
4. The Norms Set by It for the Discharge of Its Functions
Norms for various academic activities of the college are set by the competent authority such as Executive and Academic Council of the affiliating University and by the Advisory council and Governing Body of the college in addition to the norms fixed by the State Govt.

6. A Statement of the Categories of Documents Held
Admission form of students, fee receipts, fee demand registers, University result registers of different classes, University Registration register for different classes, internal assessment awards, correspondence files related to the university and DGHE Panchkula, Books of Accounts of the college, Balance sheet etc. are held under the control of the college.
7. Consultation with or Representation by the Public
21 Collegiums Elected from 3714 Members of RVS (Regd.) Kaithal. Out of 21 Collegiums Four office bearers of the Governing Body of the College are elected. The President of the Governing Body nominates eleven members out of 3714 Members of the Society. One member nominated by the Vice-Chancellor of the Affiliated University and One nominee nominated by Director General Higher Education Haryana, Two Representatives from the Teaching faculty and one Representative from the Non-teaching staff. Principal of the College is the Member secretary of the Governing Body to record the minutes of the meetings of the Governing Body. The college has constituted committees for the smooth functioning of the institute in various areas like Administration, sports, academics, women cell, NSS, NCC, SC/ST cultural development etc. for every academic session.

UGC – As allocated by the UGC
RUSA – As sanctioned by the State Govt.
Note: If any deficit occurs, the Management of the College fulfills the deficit by collecting the funds from the public.
12. Execution of Subsidy Programmes
All programmes are executed after approval of the appropriate bodies. Total amount allocated for any programme and utilized for any programme is subject to approval of the competent authorities. The beneficiaries of such programs are primarily the students and the staff members working in the college.
13. Recipients of Concessions, Permits or Authorizations
The college receives fees from the students as prescribed by the University/State Govt. All concessions including fee concession are given to the students under the rules and regulations of the University/State Govt.
